Dr. Hijazi's career spans senior roles with USAID, the International Finance Corporation, and her own consultancy—Sustainable Environmental and Energy Solutions (SEES)—where she led complex initiatives in water reuse, wastewater management, climate change adaptation, and environmental safeguards. Dr. Hijazi has extensive experience in public-private partnerships, policy development, and governance, with projects on water-energy-food security, waste management, and social safeguards.
A Certified Environmental and Social Safeguards Consultant with the World Bank and EBRD, Dr. Hijazi has worked in Jordan, Abu Dhabi, and across the MENA region. Her award-winning work on water reuse in Jordan has received international recognition from the UNDP, the American Academy for Environmental Engineers, and the International Water Association. She has led and supported major programs funded by the EU, USAID, World Bank, IFC, and GIZ, with a focus on renewable energy, rural electrification, energy efficiency, and climate change mitigation. Josephine most recently served as Senior Energy Efficiency Strategy Expert for the EU-funded Access to Sustainable Energy Programme (ASEP), supporting the Philippine Department of Energy in advancing building energy performance, mini-grid efficiency, appliance standards, and the implementation of the Energy Efficiency and Conservation Act. Her expertise includes project design, formulation, and analysis; delivery of technical assistance; and monitoring and evaluation of climate and development initiatives. Patricia has served in senior roles including Chief of Party for the USAID-funded Caribbean RESET program, Chief of Operations for the Inter-American Development Bank in the Eastern Caribbean, and as staff of the World Bank and Caribbean Development Bank. She also advised the UK Government (FCDO) on climate and disaster resilience, where she led donor coordination on disaster risk finance, supported the design of climate-resilient infrastructure, and helped mainstream adaptation into National Adaptation Plans (NAPs).
