 Hoai B. Huynh is the Founder and CEO of WynBay Tech, with over 25 years of experience in environmental, energy, water, and infrastructure consulting. An engineer and strategic advisor, Hoai has led projects for federal, international, and private sector clients, focused on delivering solutions that blend technical excellence with practical results. Before launching WynBay Tech, Hoai held leadership and technical roles at the U.S. Environmental Protection Agency, non-profit organizations, engineering firms, AECOM and CDM Smith, the Aerospace Industries Association, and consulting firms such as Deloitte and ICF.  Hoai has worked extensively across Asia—including his birthplace, Vietnam—as well as Sub-Saharan Africa, the Middle East, and Eastern Europe. Hoai has also served on the boards of Airline Ambassadors International, focused on preventing child trafficking, and the Global Community Service Foundation, dedicated to humanitarian relief in Southeast Asia. These experiences have reinforced his belief that engineering and technology should always serve people and communities—a principle at the heart of WynBay Tech’s mission, where innovative thinkers and practitioners work together to deliver real-world impact.  

Throughout his career, he has focused on building community capacity and delivering technical solutions that create meaningful impact, with a particular interest in supporting equity and opportunities for women—a value shaped by being raised by his single mother, Bay, who inspired WynBay Tech. Hoai’s journey—from regulatory leadership at the U.S. EPA to senior roles in global consulting firms—has shaped WynBay Tech’s conviction that technical solutions must deliver practical results and real impact. Hoai holds a Master of Science in Environmental Engineering and a Bachelor in Aerospace Engineering, both from the Georgia Institute of Technology.

 Daniel S. Rader is an accomplished legal and compliance strategist with nearly 25 years of experience advising organizations at the intersection of governance, philanthropy, intellectual property, and federal grants management. As Chief Operating Officer of WynBay Tech, Dan leverages his extensive background across the U.S. government, private sector, and nonprofit organizations to drive operational excellence and strategic growth. His career includes senior leadership roles such as serving twice as Deputy General Counsel for a federal agency in the Executive Office of the President / White House complex, as Senior Counsel and Program Director at the Council on Foundations, and as Assistant General Counsel at the Library of Congress. Dan’s expertise spans corporate governance, regulatory compliance, risk management, and the design of sustainable operational frameworks, positioning WynBay Tech as a trusted partner for clients seeking innovative and compliant solutions.  

Dan brings a blend of legal acumen and operational leadership to his role, with a proven track record of creating, implementing and guiding complex initiatives in grants administration, new business development and diversification, knowledge management, and nonprofit governance. He has advised organizations on strategic fundraising, foundation and nonprofit investment management, and public-private partnerships, earning recognition as a trusted advisor to boards and executive teams. Dan holds a Juris Doctor from Emory University School of Law and a Bachelor of Arts in Political Science from Duke University. Dan maintains attorney licensure in the Georgia Bar. His deep commitment to integrity, innovation, and practical problem-solving underpins his leadership at WynBay Tech, where he ensures seamless operations and drives the company’s mission of delivering technical expertise with real-world impact.

Firras Traish, a project management professional. brings over 18 years of experience managing large, complex programs — many in post-conflict and disaster-affected environments — across the Middle East, Asia, and beyond. His expertise spans the full project lifecycle, from start-up to close-out, covering compliance, finance, contracting, grants and procurement, monitoring, evaluation and learning (MEL), gender integration, and social inclusion. Firras has managed high-impact energy, water, environmental, economic growth, and small-scale infrastructure programs in countries including Jordan, West Bank, Lebanon, Tunisia, Egypt, Thailand, Vietnam, Indonesia, India, Philippines, and Bangladesh.

With a track record of managing 23+ projects worth over $141 million, Firras has led teams of more than 160 local and field staff, coordinated with 120+ partner organizations, and supervised 230+ consultants. He is skilled in establishing field operations, securing program registration, developing financial and security systems, building Standard Operating Procedures (SOPs) for finance, HR, procurement, security, and IT, and ensuring all roles and responsibilities are clearly defined. Firras is equally adept at engaging with host-country governments, donors, and local stakeholders to maintain strong relationships and deliver results that meet rigorous technical and compliance standards. His leadership in quality assurance, operational excellence, and cross-cultural team management makes him an invaluable part of WynBay Tech’s commitment to delivering projects with precision, transparency, and measurable impact.
