However, our capabilities are firmly anchored in the extensive experience and expertise of our Founder and President, Hoai B. Huynh, whose career spans 30 years working across the United States and more than 30 countries worldwide. Hoai’s work has shaped the mission and service offerings of WynBay Tech, ensuring we bring not only technical excellence but also a commitment to real-world results for our clients.
Clean energy is central to WynBay Tech’s mission, and Hoai brings extensive experience in managing and delivering programs that advance low-carbon energy systems and sustainable development. He has worked on renewable energy feasibility studies, low-emission development strategies, and regulatory analyses supporting clean energy investment in emerging markets.
Hoai has contributed to initiatives such as Power Africa and other programs in Asia, supporting energy sector and utility reforms, grid reliability improvements, off-grid and value chain opportunities, and clean energy investment strategies. He has also designed and managed off-grid energy programs for refugee settlements and host communities, blending technical modeling with practical solutions that improve energy access and resilience. At GPTech, he directed a USAID’s Power Africa effort in Uganda and served as embedded energy engineer at USTDA, advising on renewable energy initiatives in over thirty countries. At ICF, he managed USAID’s Low Emissions Asian Development (LEAD) program, promoting low-carbon strategies and regional cooperation. At Deloitte, he led international climate and water resilience practices, managing projects like the Green Cities initiative and West Africa Energy Program. His background includes working with international donors, private investors, and government agencies to shape policies and identify pathways for clean energy growth. WynBay Tech leverages this expertise to help clients develop practical, innovative clean energy strategies and climate adaptation solutions.
Our experts provide environmental compliance services, helping businesses and organizations to comply with environmental regulations and avoid penalties and legal risks. Hoai’s extensive experience spans regulatory compliance, environmental assessments, and remediation across the U.S. and over 30 countries. At the U.S. Environmental Protection Agency, he enforced the Toxic Release Inventory (TRI), led chemical safety audits and training under the Emergency Planning and Community Right-to-Know Act (EPCRA), and engaged communities on environmental risks. Internationally, he has delivered environmental monitoring and mitigation plans, EIAs, and capacity-building programs for development, water engineering, infrastructure, and construction projects in Jordan, Afghanistan, Vietnam, and Ukraine, integrating safeguards into complex projects and regulatory frameworks.
In the private sector, as Director of Environment, Safety & Health for the Aerospace Industries Association, he advised aerospace manufacturers—including Boeing, Lockheed Martin, and Raytheon— on emerging chemical contaminants, environmental compliance strategies, regulatory risk, and worker safety, collaborating internationally on industry standards. This broad regulatory and technical background informs WynBay Tech’s approach to helping clients manage environmental risks, comply with regulations, and implement effective remediation and safeguards that protect both people and the environment.
WynBay Tech’s expertise in water resource management draws from Hoai’s leadership in developing sustainable and resilient water systems. Hoai has led projects focused on integrated water resources management, urban WASH (Water, Sanitation, and Hygiene) systems, water reuse, and infrastructure resilience planning. His work has addressed water security challenges in regions facing climate stress, including Jordan, Vietnam, and Central Asia. He has advised utilities on operational improvements, climate adaptation, and strategic planning to ensure sustainable water services that balance environmental protection with community needs.
At AECOM, he supported water and sanitation governance activities in Southeast Asia .and led ministry capacity building activities on Jordan’s Water Reuse and Environmental Conservation Project, strengthening regulatory enforcement and institutional capacity for water reuse. At Deloitte, Hoai led the Water and Sanitation Practice, managing business development and technical advisory work on water governance, urban WASH, integrated water management, and water efficiency and conservation. He managed and delivered Deloitte’s work on the USAID Water Engineering Services project in Jordan, providing technical support for climate adaptation and environmental compliance for utility construction operations.
Earlier in his career, Hoai supported EPA initiatives such as the Kaniv Reservoir water resources management project in Ukraine and a drinking water utility program in Latvia, further deepening his expertise in water utility operations, transboundary water management, and environmental safeguards.

Hoai’s career bridges internal leadership and external capacity-building. Internally, he has led teams and operations at Abt Global, Deloitte, and ICF, driving business growth, managing multi-disciplinary staff, and improving delivery systems for clients like US State Department, US EPA, DOE, USTDA, and others. Externally, he’s worked with governments, industries, utilities, and communities worldwide—designing local environmental action plans in Ukraine, delivering chemical safety training in the U.S., and helping water utilities plan for climate impacts. He’s supported energy utilities in Africa and advised aerospace manufacturers on worker safety and emerging chemicals. WynBay Tech uses this blend of experience to help clients strengthen their organizations while delivering technical solutions that produce lasting results.
